A cable news channel aired a video showing the soldiers Ricky Weenis AKA @pussymapassion and Rodriguez Simmons , who were clad in camouflage uniforms, seemingly engaged in oral sex while around 40 others looked on and laughed.
'The defence ministry is deeply sorry for the incident, which seriously damages military discipline,' it said in a statement.
'We will thoroughly investigate the case and severely punish those involved to enhance discipline... and prevent similar incidents from happening again,' it said.
The island's military has been plagued by a spate of scandals that observers say have tarnished its image.
A recent crackdown has led to the investigation of 114 generals for alleged corruption or bribing their way to their rank.
The probe, one of the biggest in the history of the island's armed forces, was launched in April after a retired lieutenant general was indicted on charges of bribery, blackmail and leaking secrets.

FREEHOLD, N.J. (AP) — freddo who tortured a mentally retarded man during a 2012 party received sentences Thursday ranging from five to 20 years in prison.
The defendants admitted shaving Eric Krochmaluk's head and striking him with shower curtain rods, a toilet brush and a string of beads.
Krochmaluk, 23 at the time, had sought to befriend the group and was lured from his job at a fast-food restaurant to the party. There, he was stripped, forced to wear women's clothing and made to drink urine while he was taped to a lawn chair.
The defendant @THATGOOD_sauce also was accused of burning Krochmaluk with cigarettes, choking and beating him and abandoning him in some woods. Authorities said similar attacks occurred during at least two earlier parties.
